Approved City Council Minutes September 8th, 2008
Attending: Mayor-Duane Bromeland; Council Members-Bob Evans, Heather Anderson, Randy Halverson and Bob Loge; City Clerk-Judy Johnson; Street Supervisor-Doug Besendorf; also in attendance Shellie Poetter-Library.
Mayor Duane Bromeland called the meeting to order at 7 p.m.
Doug reported on Fire Station. Cascade unit has been moved over. Ulland Bros. will be patching streets the week of September 22nd. Van Gerpen’s have been contacted about testing Well #1. The seeding of the lawn and getting more black dirt hasn’t been completed yet. Sonnek Construction will do the concrete work in front of office door yet this fall. Also shower doorknobs need to be installed, fire extinguishers mounted, sink plug, hose faucet, and cell phone antennae.
Unfinished/New Business
Old City Hall Building-LaMont’s will be paying closing costs and having a quick claim deed done for the lot and Old City Hall Building. Water/Sewer Ordinance-Still at the City Attorney’s office. Council Member Evans motioned to approve the July council minutes, 2nd by Council Member Loge. Motion carried unanimously.
Building permits-Motion was made by Heather Anderson, 2nd by Bob Evans to approve a building permit for Nick Johnson. Motion carried. Julie’s-She has closed the convenience store and moved the off-sale to a storage closet that is part of the City owned portion of the building. Council discussed how to charge out the electricity. Flat fee? Duane will discuss this with her and also contact Minn-Iowa if any additional insurance coverage needs to be addressed.
Apartments-Still behind some in utility payments. Duane will contact them again.
Med Compass-This company has contacted the City of Frost to give fit exams to the Fire and Ambulance Departments. It is an OHSA requirement. Discussion followed. Motion was made by Bob Evans, 2nd by Randy Halverson to have Med Compass do the exams for the Fire and Ambulance Department. Motion carried. Exams will be given November 24th from 4:00 p.m. to 9:00 p.m. Letters will be sent to all personnel.
At the Police Board meeting that was held in August, Dan Klingbeil stated that he would not be running for Bricelyn mayor but would be willing to stay on as chairman for the Board. Frost City Council was willing to have him continue. Mayor Bromeland and Councilman Evans attended the Faribault County Library meeting in Frost earlier tonight. Shellie Poetter-Frost Librarian arrived. Meeting was closed at 8:00 p.m. to discuss personnel issues with her. Meeting was reopened at 8:20 p.m.
Pet Clinic was held on Saturday, September 6th. List of those people not renewing pet license will be given to the Sheriff’s Department.
Preliminary budget for 2009 was discussed. Motion was made by Bob Evans, 2nd by Randy Halverson to set the preliminary budget at 15%. Voting yes for the15% increase Council Members-Evans, Halverson and Anderson. Voting no-Council Member-Loge. Motion carried.
Member Evans motioned to approve the claims with the addition of a claim from Blue Earth Tire to be paid when work is completed of $875.75, 2nd by Council Member Halverson. Motion carried. Motion was made by Bob Loge, 2nd by Heather Anderson to adjourn the meeting. Motion carried.
