Approved City Council Minutes

 August 11, 2008

 

Attending: Mayor-Duane Bromeland; Council Members-Bob Evans, Heather Anderson, Randy Halverson and Bob Loge; City Clerk-Judy Johnson; Street Supervisor-Doug Besendorf; also in attendance Karyl Domaszewski-Library committee.

 

Mayor Duane Bromeland called the meeting to order at 7 p.m.

 

Karyl Domaszewski from the Frost library committee addressed the council on a need for DSL in the library.  Discussion followed.  Motion was made by Bob Loge, 2nd by Randy Halverson to pay for DSL at a cost of $10.00 more/per month at the library until the end of the year at which time it will be reviewed.  Motion carried.

 

Fire Station-need to have Lennie Sonnek repair the concrete in front of the City Office door, Stevermer hose connectors and kitchen sink plug, knobs for shower doors and coving in shower stalls, pole for antennae, and poles or cage to protect pipes.

 

 

Unfinished/New Business

 

Old City Hall Building-One bid was received for the building.  Tom and Sheryl LaMont-$1100.00.  Motion was made by Heather Anderson, 2nd by Randy Halverson to accept the bid contingent on they pay the closing costs and water and sewer for the property every month.  Motion carried. 

 

Water/Sewer Ordinance-Is still at the City Attorney’s office.

Council Member Evans motioned to approve the July council minutes, 2nd by Council Member Anderson.   Motion carried unanimously.

 

Rent at pond site-Council discussed charging rent to Verlyn Ubben for the farmable land.  He is planning to system tile it-would council consider his tiling it in lieu of rent? Discussion followed.  Council would make offer to him of rent-free for three years upon him system tiling it.  Duane will contact Ubben.

 

Well #1-The well is starting to show sand.  Doug will contact Van Gerpen’s to have it tested.  If well is bad cost could be $30,000-$40,000.

 

Sidewalk-Bank would like to have City share in the cost of replacing the sidewalk in front of the Bank.  Motion was made by Heather Anderson, 2nd by Randy Halverson to pay for one half of the cost of the concrete with a $400.00 cap on all sidewalks.  Motion carried.  This is for anyone coming to the Council for future repairs and cost sharing.  Labor is at their own cost.

 

Building permits-Motion was made by Bob Evans, 2nd by Heather Anderson to approve building permits for Doug Hjelter, Frost State Bank, Duane Bromeland, Erin Bromeland, Doug Besendorf and Clara Holmseth. Motion carried.

 

List of election judges to be appointed was read to the Council.  Jean Besendorf-head judge, Idalice Holmseth and Vivian Midthun.  Alternates-Helen Gullord and Judy Johnson.  They will be paid for their training and mileage.  Meals will be provided for them for the primary and general elections.  Motion was made by Bob Loge, 2nd by Randy Halverson to appoint the election judges by resolution.  Motion carried. 

 

Blacktopping bids-Council discussed the 3 bids received for the streets.  Motion was made by Council Member Bob Loge, 2nd by Bob Evans to accept the lowest bid, which was from Ulland Bros. for $4587.00.  Motion carried.

 

City clerk received a call from the State Auditors Office that the Council needs to address the shortfall in the water and sewer budgets.  Discussion followed.  Council stated that they couldn’t at this time raise the rates for water & sewer because of a large senior citizen’s fixed income tax base.  Motion was made by Randy Halverson to make a transfer from the general fund each year to cover any shortfalls in the water and sewer budgets, motion was 2nd by Heather Anderson.  Motion carried.

 

Public Hearing-August 25 at 7:00 p.m. on Jake Anderson property.  Police Board Meeting-August 13 at 6:45 p.m. in Bricelyn.  Voting Booths-Duane will contact Emerald Township to have voting booths at City Office before the September 9th Primary.

 

Motion was made by Bob Evans, 2nd by Heather Anderson to accept the bid from Blue Earth Landscape to seed/erosion control at the pond site.  Motion carried.

 

Member Evans motioned to approve the claims, 2nd by Council Member Halverson.  Motion carried.

 

Council discussed delinquent utility bills.  Certified letter will be sent to Jason Walgrave.  Letter will also be sent to Missy Sonnek.  Spraying of the football field was discussed.  Bob Evans will contact Stier’s.  Council Member Evans stated the Elmer Soost has done some clean up at his site.  Council discussed getting the fire department to transport the donated shelving at Tom Johnson’s.  Council Member Bob Evans attended the County weed meeting.  Espeland Family will be deeding the Ronnie Espeland property to the City.  The Fire Department will be doing fire training on the property.

 

Motion was made by Bob Evans, 2nd by Heather Anderson to adjourn the meeting.  Motion carried.
